Scheduling Ethics: Recognizing Gaming, Data Manipulation and Abuse

About the Presentation: 
Unethical scheduling practices pose a challenge to project success as the pressure to stay on track and finish on time can foster an atmosphere in which gaming, manipulating, or abusing the project schedule occurs. Questionable practices involving schedule logic, duration estimates, task constraints, schedule margin, and performance reporting can compromise the integrity of the schedule management process. The resulting distortion of schedule information can lead to concern and confusion among project stakeholders. Honesty is part of the project management profession, and unethical behavior, such as gaming the project schedule, is wrong. This presentation examines schedule gaming, data manipulation, and abuse techniques, promotes a dialogue about ethics in schedule management, and offers ideas to mitigate these unethical practices.
 

About the Speaker:
Mr. Majerowicz is a retired project management consultant with experience in project planning and control, including schedule management, earned value management and risk analysis. Prior to his retirement, he was owner of Walter Majerowicz Consulting and previously held positions with ASRC Aerospace Corporation, Computer Sciences Corporation, Boeing, and Lockheed Martin. At Walter Majerowicz Consulting, he provided project management consulting and training services to government and industry clients. As a Planning & Schedule Manager, he supported programs and projects for the National Aeronautics and Space Administration (NASA) and served as the subject matter expert for the planning & scheduling discipline on the Program Analysis and Control (PAAC) contract in support of the NASA Goddard Space Flight Center. Additionally, he provided independent schedule risk analysis and integrated cost/schedule risk analysis support to NASA’s Independent Program Assessment Office (IPAO). He also provided earned value management policy support to the Agency’s Office of Chief Engineer, co-chaired the annual NASA Project Management Challenge (PM Challenge) conference, and was an instructor with the NASA Academy of Program, Project & Engineering Leadership (APPEL). Mr. Majerowicz holds an MBA from the University of Baltimore and a Certificate in Technology Management from the California Institute of Technology. He was previously a certified Project Management Professional (PMP) with the Project Management Institute (PMI) and was a frequent speaker at project management conferences and forums. He was also an Adjunct Lecturer with Georgetown University’s Project Management Certificate Program. Major awards and honors include the NASA Goddard Outstanding Mentor Award, the NASA Public Service Medal, the PMI Distinguished Contribution Award, the NASA Exceptional Public Achievement Medal, and the Robert H. Goddard Exceptional Achievement Award.
