AACEI-NCS 2020 First Technical Session - Presented by Menzies Wilson and Nemi Irving (US State Department OBO) - February 27, 2020

1. An overview of the Bureau’s Overseas building program.
2. Highlights of OBO Functional/Cost Elements as captured in a typical OBO Current Working Estimate (CWE) and the roles that Cost Management Office plays in realizing overall project outcomes.

Bio of our Speakers:
Menzies Wilson is Director of the Office of Cost Management with the U.S. Department of State, Bureau of Overseas Buildings Operations (OBO).  The Office of Cost Management supports OBO’s multi-billion dollar overseas building program with construction cost management, Value Engineering and Risk Management.
Mr. Wilson has over 35 years of experience primarily in the areas of construction and contracts management, estimating and project controls.  He has worked in both the private and public sectors including many years at various international locations in Europe the Middle East and South America.
In addition to his work on U.S. diplomatic facilities Mr. Wilson’s experience includes work on institutional and cultural facilities with other Government agencies as well as time spent on the construction of offshore oil and gas production facilities and other commercial construction.

Irving Nemi graduated in 1991 from the University of Science and Technology at Kumasi, Ghana with a BSc. in Construction Technology with majors in Quantity Surveying and Project Management. Irving has a total of 28 years’ experience in Project Cost Management in the US.
Irving is currently employed as a Cost Manager with the Bureau of Overseas Buildings Operations of the US Department of States (+9 years) and was the Manager of Estimating and Scheduling at WMATA (+9 years), having prior to that worked for Construction Contracting and Project Management firms in the DC Metro Area.
Irving is married with three boys, loves listening to contemporary jazz music and passionately follows his woeful NY Knicks basketball team.
